What is an HMO licence?

An HMO licence is a legal permit that Birmingham landlords must obtain to rent a property to three or more unrelated occupants as their primary residence, required under mandatory or additional licensing schemes depending on property location and occupancy.

A House in Multiple Occupation (HMO) licence authorizes a landlord to let a residential property to three or more unrelated people who each pay rent separately and share facilities such as kitchens or bathrooms. Birmingham enforces licensing across the city under mandatory and additional licensing schemes. Mandatory licensing applies to HMOs with five or more occupants across two or more households. Additional licensing covers smaller HMOs with three or four occupants in certain inner-city wards, depending on the current designated area.
