What is an Article 4 direction?
An Article 4 direction is a local authority order that removes permitted development rights in a designated area, typically to control residential conversions and HMO development.
Birmingham City Council uses Article 4 directions to withdraw automatic planning permission for certain types of development in parts of the city. Where an Article 4 direction is in place, changes that would normally be permitted development (and so require no planning application) instead require full planning permission and council approval.
